Scrollini is a researcher based in Uruguay. He co-founded Data Uruguay - a civic tech organization working on transparency and human development, as well as the regional forum Abrelatam- Condatos. Fabrizio was the lead researcher in charge of developing Datysoc ,an Uruguayan group working on digital rights. He currently serves as the Executive Director of ILDA, an organization exploring the use of data for development. He holds a PhD. in Government from the London School of Economics and Political Science. Fabrizio contributes to this report in his personal capacity.
